Strategic procurement support
The primary challenge was low market interest in the previous procurement. We needed a strategy to attract more bidders while navigating stakeholder concerns about engagement during COVID-19 and mitigating risks associated with supplier transition.
Evolve Commercial delivered strategic procurement support to ensure the continuity and enhancement of defensive cyber capabilities. This included assessing a problematic prior procurement, designing a competitive process, conducting an options analysis, and developing all tender documentation.
We conducted a tailored options analysis, engaging stakeholders in the evaluation. This informed a strategy to extend the existing contract for a smoother transition. We then led the development of all tender documents and managed the process, resulting in five invited bidders.
Our work created a viable and competitive procurement, attracting greater market interest. The extended transition period reduces operational risk, ensuring service continuity and stability for the critical cyber architecture through to 2026.
