Leading a major national complex IT procurement for a major police forensics programme

The challenge

UK Policing had a need for modernisation in its forensics units to deliver a more efficient and effective service. The work to enhance this critical national capability was through a major technology transformation programme. Evolve was engaged to improve supplier contract governance and manage a suite of critical procurements that would support the transformation programme.

How Evolve helped

After an initial detailed review of the commercial landscape we realised that a full reset of the commercial processes within the organisation would be needed to realise the ambitions of the programme. Following that Evolve also led on a key procurement activity.

Key activities included:

Working closely with leadership teams to define strategies
Detailed gap analysis of existing supplier agreements and identifying commercial risk
Consolidation of supplier contracts, and managing exits where necessary
Agreement of Memoranda of Understanding in a complex governance landscape to formalise the role of various stakeholders, and ensure financial surety
Establishing revised government procedures
Agreement, implementation, and management of the contract management process. Including supplier management reviews, introduction of suitable KPIs
Successfully led on all aspects of the tender processes

The outcome

Our commercial expertise assisted the client in a total refresh of their commercial landscape, processes, and ultimately supported their transformation programme. Evolve approached this as expert outsiders but this was suitably supported by our co-ordinated approach, and focus on stakeholder and relationship management.
