The challenge

Evolve was engaged by a UK Government Defence Organisation to support an urgent procurement under an accelerated negotiated procedure. The organisation needed to award a new contract quickly, without disrupting live services or delaying mission-critical delivery.

How Evolve helped

We rapidly deployed a team of commercial specialists to manage both the strategic procurement and the day-to-day service continuity. Key activities included:

  • Developing a robust single-source justification and detailed negotiation strategy
  • Conducting stakeholder mapping and coordinating with multiple internal departments
  • Drafting and progressing documentation through formal approval channels under compressed timelines
  • Running tight, structured negotiations with the supplier to meet project milestones
  • Delivered savings of circa £40m from original quotation (30%)
  • Supporting live service delivery, managing contract extensions and renewals while permanent Civil Servants were still being recruited

The outcome

Our surge capacity model provided the client with the flexibility and speed required to maintain operations and meet project timelines. The contract was successfully awarded on schedule, with no disruption to ongoing services. Following the award, we reconfigured the delivery team using our Commercial as a Service (CaaS) model, aligning capacity to programme needs and providing continued support for:

  • Mobilisation of the new supplier
  • Implementation of robust contract management procedures
  • Strategic handover planning and governance continuity
